Blair is Distinguished Senior Fellow in the Schar School of Policy and Government, George Mason University. Published widely in many fields, his career includes management, research and teaching at the National Academy of Sciences, the Congressional Office of Technology Assessment, Technecon Analytic Research and the University of Pennsylvania.
